Can You Travel With an Underwater Scooter Battery?
Under current U.S. FAA rules, an underwater scooter with a battery up to 100 Wh does not need airline approval based on battery capacity. A battery over 100 Wh and up to 160 Wh requires airline approval. A battery over 160 Wh cannot travel in ordinary passenger baggage.
That gives you the first answer, but you still need to know whether the battery is installed or removable and whether the airline accepts the complete scooter. Here is how to work it out without guessing at the airport.
Start with the battery label
Find the watt-hour rating, written as Wh, on the battery or scooter. Use that number—not the motor output. A scooter with an 800 W motor does not have an 800 Wh battery.
If the label lists voltage and amp-hours instead, calculate:
Wh = V × Ah
For milliamp-hours, use:
Wh = V × (mAh ÷ 1,000)
A manufacturer label or manual is more useful at the airport than your own calculation. If the Wh rating is missing or unreadable, get a specification page for the exact model before you travel.
Check which battery rule applies
FAA passenger battery guidance divides rechargeable lithium-ion batteries into three useful groups:

These are U.S. limits. Airlines and other countries may use stricter rules, especially on an international itinerary.
Installed and spare batteries are packed differently

A removable battery taken out of the scooter counts as a spare battery. Spare lithium batteries must travel in carry-on baggage, with their terminals protected from contact with metal objects. Under the FAA rule, each passenger may carry no more than two approved spare batteries over 100 Wh and up to 160 Wh.
A battery installed in the scooter follows the rules for a battery-powered device. The FAA may allow the device in checked baggage if it is completely switched off and protected from damage and accidental activation. However, IATA passenger guidance recommends keeping lithium-powered devices in hand baggage. For an underwater scooter, carry-on is therefore the better starting plan.
If the battery cannot be removed, treat the scooter and battery as one item. Check the complete scooter's dimensions and weight against the airline's cabin-bag allowance.
What 98 Wh and 144 Wh mean in practice

The Subnado Standard is a useful example of the first category. Its 98 Wh battery is below the U.S. approval threshold, so you do not need to ask the airline for battery-capacity approval. Pack the switched-off scooter in your carry-on when its size and weight fit the airline's allowance.
Subnado Plus is an example of the second category. Its battery is rated at 144 Wh, so the airline must approve it before travel under the U.S. rule. The 144 Wh rating belongs to the Plus itself; it is not a suggestion to choose a different battery.
For a direct or connecting trip, contact every airline that actually operates a flight—not only the company that sold the ticket. Give them the scooter model and Wh rating, and ask two questions:

Must the complete scooter travel in carry-on or checked baggage?
Save the answer in writing or ask the airline to add it to the booking. If a 144 Wh scooter is not approved for every flight, leave the scooter at home or choose another plan.
What to take to the airport
You do not need a folder full of paperwork. Keep these items on your phone and, if convenient, on one printed page:

The manufacturer's contact information

Pack the scooter for inspection

Airport staff may open the bag simply because they do not recognize the device. Make the inspection quick:

Dry the scooter and switch it completely off.

Use its travel lock or switch cover if it has one.

Protect the controls from accidental pressure.

Leave the battery label easy to see.

Cushion the scooter without wrapping it so tightly that it cannot be inspected.

Keep the label photo and specification page in the same compartment.

Protect the terminals of any removable or spare battery and keep it in your carry-on.
Do not fly with a battery or scooter showing swelling, leakage, unusual heat, impact damage, corrosion, water intrusion, or an active safety recall.
If security asks what the device is, give the useful facts in one sentence:
This is an underwater scooter with a [battery rating] Wh lithium-ion battery. It is switched off, and here is the manufacturer's specification page.
An open-bag inspection does not mean the scooter is prohibited. Security staff inspect the item; the airline decides whether it accepts the device and where it may be packed.
If your carry-on is checked at the gate
Tell the gate agent that the bag contains a lithium-battery-powered device before handing it over. If the battery is removable, take it out and keep it with you.
If the battery is built in and the airline requires lithium-powered devices to remain in the cabin, remove the whole scooter from the larger bag. Packing it inside a small personal-item bag makes this easier. Do not put the scooter in the hold unless the airline has confirmed that it accepts the installed-battery device there.
The simplest travel decision

Up to 100 Wh: no capacity approval under the U.S. rule; carry the scooter in the cabin when possible.
